31 million tons of plastic waste were generated in 2010. The recycling rate for different types of plastic varies greatly, resulting in an overall plastics recycling rate of only 8 percent, or 2.4 million tons in 2010. According to the American Chemistry Council, about 1,800 US businesses handle or reclaim post-consumer plastics.

Created in 1988 by the Society of Plastics Industry, Inc., the code system was developed to meet recyclers' needs while providing manufacturers a consistent, uniform system that could apply nationwide. Because municipal recycling programs traditionally have targeted packaging—primarily bottles and containers—the resin coding system offered a means of identifying the resin content of bottles and containers commonly found in the residential waste stream.
